Now, as the debate draws to a close, we can point to a broad and growing coalition of doctors and nurses, workers and businesses, hospitals and even drug companies folks who represent different parties and perspectives, including leading Democrats and many leading Republicans who recognize the urgency of action. Just this week, the Senate Finance Committee approved a reform proposal that has both Democratic and Republican support. For the first time ever, all five committees in Congress responsible for health reform have passed a version of legislation. As I speak to you today, we are closer to reforming the health care system than we have ever been in history.

But this is not the time to pat ourselves on the back. This is not the time to grow complacent. There are still significant details and disagreements to be worked out in the coming weeks. And there are still those who would try to kill reform at any cost. The history is clear: for decades rising health care costs have unleashed havoc on families, businesses, and the economy. And for decades, whenever we have tried to reform the system, the insurance companies have done everything in their considerable power to stop us.

We know that this inaction has carried a terrible toll. In the past decade, premiums have doubled. Over the past few years, total out of pocket costs for people with insurance rose by a third. And we know that if we do not reform the system, this will only be a preview of coming attractions. In this exclusive video to Yahoo News, professional formula driver Ken Gushi has an extremely close call with a wild deer who runs across the road directly into Gushi's path.

Gushi was test driving the forthcoming Toyota Scion FR-S in northern California's Mt. Diablo State Park when the near-mishap took place. Director Simon Needham captures the whole thing in HD, including Gushi's reaction.

"On my very first run of the day today we were up in the canyons driving and I come across this left hand turn over a crest and down onto a straight," Gushi says in the video. "I'm trying to mind my own business driving and trying to navigate these unknown roads when all of a sudden I see this black figure just prancing toward the road. At that moment, I just knew, 'Oh, s--- something's wrong.'"

"I got on the brakes and I see this deer coming down the mountain, getting as close as two or three feet, and again just prancing, minding his own business."

Thankfully, neither Gushi nor the deer were hurt.

According to National Highway Traffic Safety Administration statistics, deer are responsible for or involved in around 1 million collisions with automobiles each year, killing 200 Americans, causing more than 10,000 injuries and $1 billion in vehicle damage.

The Omnibus Budget Reconciliation Act of 1993 (or OBRA-93[1]) was federal law that was enacted by the 103rd United States Congress and signed into law by President Bill Clinton. It has also been referred to, unofficially, as the Deficit Reduction Act of 1993. Part XIII, which dealt with taxes, is also called the Revenue Reconciliation Act of 1993.

It created a 35 percent income tax rate for corporations.
The cap on Medicare taxes was repealed.
Transportation fuels taxes were raised by 4.3 cents per gallon.
The taxable portion of Social Security benefits was raised.
The phase-out of the personal exemption and limit on itemized deductions were permanently extended.

Some alternatives to the bill included a proposal by Senator David Boren (D-OK), which among other things would have kept much of the tax increase on upper-income payers but would have eliminated all energy tax increases while also scaling back the Earned Income Tax Credit. It was endorsed by Bill Cohen (R-ME), Bennett Johnston (D-LA), and John Danforth (R-MO). Boren's proposal never passed committee.

Another proposal was offered in the House of Representatives by John Kasich (R-OH). He sponsored an amendment that would have reduced the deficit by cutting $355 billion in spending with $129 billion of the cuts coming from entitlement programs (the actual bill cut entitlement spending by only $42 billion). The amendment would have eliminated any tax increases. The amendment failed by a 138-295 vote with many Republicans voting against the amendment and only six Democrats voting in favor of the amendment.

Ultimately every Republican in Congress voted against the bill, as did a number of Democrats. Vice President Al Gore broke a tie in the Senate on both the Senate bill and the conference report. The House bill passed 219-213 on Thursday, May 27, 1993.[1] The House passed the conference report on Thursday, August 5, 1993, by a vote of 218 to 216 (217 Democrats and 1 independent (Sanders (VT-I)) voting in favor; 41 Democrats and 175 Republicans voting against).[2] The Senate passed the conference report on the last day before their month's vacation, on Friday, August 6, 1993, by a vote of 51 to 50 (50 Democrats plus Vice President Gore voting in favor, 6 Democrats (Lautenberg (D-NJ), Bryan (D-NV), Nunn (D-GA), Johnston (D-LA), Boren (D-OK), and Shelby (D-AL) now (R-AL)) and 44 Republicans voting against). President Clinton signed the bill on August 10, 1993.

The government was able to raise additional revenue, which helped balance the budget and by the end of the 1990s began to reduce privately held public debt.[3] An equally if not more powerful influence was the booming economy and huge gains in the stock markets, from the dot-com bubble, which brought in hundreds of millions in unanticipated tax revenue from taxes on capital gains and rising salaries.
